to be used in Frederick City, the cost of which shall exceed
the sum of Two Hundred Dollars, without first obtaining
the approval of the Board of Aldermen of the City of Fred-
erick. Each of said fire companies shall render a financial
statement to the Board of Aldermen at least once a year
and oftener if required by the Board of Aldermen, showing
all amounts of money received by it from the Mayor and
Aldermen of the City of Frederick and from all other
sources, all amounts expended by it and the balance on
hand at the time of filing such report.
(b) Whenever any regular driver, tiller or chauffeur of
any of said companies shall have reached the age of sixty
years, he shall be retired, and if he shall have rendered
meritorious service for at least twenty consecutive years
prior thereto he shall be paid during the remainder of his
life, in addition to the amounts he may receive from Social
Security, a salary or pension, which added thereto, will be
equal to fifty per cent of the prevailing pay of police pa-
trolmen of the City of Frederick, payable in semi-monthly
installments.
(c) Whenever any such employee shall be permanently
disabled while engaged in the performance of his duties,
and who shall be so determined by two competent physi-
cians, appointed by the Mayor and confirmed by the Board
of Aldermen, after a thorough examination, he shall be
retired and paid for life, in addition to the amounts, he
shall receive from or under the Maryland Workmen's Com-
pensation Insurance Act, a salary or pension, which
added thereto, will be equal to the amount payable to a re-
tired police patrolman of the City of Frederick, payable in
semi-monthly installments, provided such disability shall
continue until his death. The Board of Aldermen may
cause any such retired driver, tiller or chauffeur to be re-
examined, from time to time, by two physicians as above
provided, and in the event he shall subsequently be found
capable of performing his duties, then said payments shall
cease and terminate.
(d) The Mayor and Aldermen of the City of Frederick
are hereby authorized to levy and collect such taxes as may
be necessary to carry out the provisions of this section. All
amounts of money heretofore levied and expended for the
use of said fire companies by the Mayor and Aldermen of
the City of Frederick are hereby ratified and approved.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
