same shall be entered in a book by the [secretary] Chief
of Police, to be provided for that purpose; said secretary
shall have the custody of all such property and shall be
held responsible for the safe delivery of the same to the
claimants, when ordered to do so in writing by the said
board, which order shall be his voucher; and any officer,
or policeman who shall fail or refuse for a period of
twenty-four hours to deposit all such property as afore-
said, shall be subject to removal by the said board; and
every officer or policeman who shall wilfully refuse to
return all such property as aforesaid, or shall return the
same to any claimant, shall be [forthwith] dismissed from
the force [. ], as hereinbefore provided.
77. Nothing in this sub-division of this Article shall
be so construed as to destroy or diminish the liability or
responsibility of the Commissioners of Cambridge for any
failure to discharge the duties and obligations of said
Commissioners of Cambridge, or any of them, or give the
said Commissioners of Cambridge any control over said
board, or any officer of police or policeman appointed
thereby [. ], except as provided in this sub-division.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.
