as the legislative body of said municipality may deem expe-
dient in any suitable board, commission, department, bureau
or agency of such municipality, which it is hereby empow-
ered to create and establish for such purposes; provided,
however, that the enforcement of any laws, ordinances,
codes, rules or regulations for the preservation of the

health of the inhabitants of such municipality shall be sub-
ject to the supervision and control of the Health Commis-
sioner of such municipality or the board, commission, de-

partment, bureau or agency of such municipality which is
charged with the duty of enforcing health measures; and
provided further that
ESTABLISH FOR SUCH PUR-
POSES; PROVIDED THAT nothing contained in this
section shall authorize any such board, commission, de-
partment, bureau or agency to conflict, impede, obstruct,
hinder or interfere with the powers of the Police Com-
missioner, Police Department or Police Force of such
municipality.

For the purposes of this section the term "Conservation
Area" shall mean any area within a municipality which
the legislative body thereof shall find to be so affected by
blight and community or property deterioration as to
require comprehensive renovation and rehabilitation.
PRO-
VIDED THAT, THE PROVISIONS OF THIS SECTION
SHALL NOT APPLY TO BALTIMORE CITY. NOTH-
ING IN THIS SECTION SHALL BE CONSTRUED TO
APPLY TO OR AFFECT ANNE ARUNDEL, CALVERT,
HOWARD, KENT, WICOMICO, WORCESTER AND
SOMERSET COUNTIES.

Sec. 2. And be it further enacted, That this Act is

hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health

and safety and having been passed by a yea and nay vote,

supported by three fifths of all the members elected to

each of the two Houses of the General Assembly of

Maryland, the same shall take effect from the date of its

passage.

SEC. 2. AND BE IT FURTHER ENACTED, THAT
THIS ACT SHALL TAKE EFFECT JUNE 1, 1953.
