AN ACT to add a new section to Article 23A of the Anno-
tated Code of Maryland (1951 Edition), title "Corpora-
tions—Municipal", said new section to be known as
Section 7 and to follow immediately after Section 6 of
said Article, providing that certain incorporated munic-
ipalities, AND THE GOVERNING AUTHORITIES OF
THE SEVERAL COUNTIES, shall have power to define
areas within such municipality OR COUNTY so dete-
riorated as to require renovation and rehabilitation and
to vest exclusive jurisdiction or authority to enforce
certain laws, ordinances, codes, rules and regulations
within such deteriorated areas for a limited time in a
suitable agency of such municipality. OR COUNTY
AND PROVIDING THAT NOTHING IN THIS ACT
SHALL APPLY TO ANNE ARUNDEL, CALVERT,
HOWARD, KENT, WICOMICO, WORCESTER AND
SOMERSET COUNTIES.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article
23A of the Annotated Code of Maryland (1951 Edition),
title "Corporations—Municipal", said new section to be
known as Section 7 and to follow immediately after Sec-
tion 6 of said Article and to read as follows:
7. (Conservation Areas. ) The legislative body of every
incorporated municipality in this State containing more
than 10, 000 inhabitants, including the Mayor and City
Council of Baltimore, by whatsoever name known, AND
THE GOVERNING AUTHORITIES OF THE SEVERAL
COUNTIES, WITHIN THOSE AREAS OF THE RE-
SPECTIVE COUNTIES WHICH LIE WITHOUT THE
BOUNDARIES OF ANY SUCH INCORPORATED MU-
NICIPALITY THEREIN, shall have power to establish
Conservation Areas within said municipality and to define
the boundaries thereof and to vest, for a period not exceed-
ing five years, exclusive jurisdiction or authority to enforce,
within any Conservation Area, such laws, ordinances,
codes, rules and regulations, or portions or parts thereof.
