The said Washington Suburban Sanitary Commission
and/or the Howard County Metropolitan Commission
and/or any person, firm, corporation or association, includ-
ing any private or public service corporation, may deter-
mine by agreement from time to time the costs, rentals,
service charges or other fees entered into under this
agreement.
In the event, however, that said Commission and any
party who may desire water service from the system
authorized under this Act cannot agree as to the reason-
ableness of the charge therefor, the Public Service Com-
mission of Maryland is hereby given jurisdiction to
determine the amount of such charge and its determination
shall be final and binding upon all parties concerned.
SEC. 3. And be it further enacted, That the Washing-
ton Suburban Sanitary Commission is authorized to enter
into any contract or agreement with the Howard County
Metropolitan Commission for the maintenance and opera-
tion of the portions of the water system or systems of the
Howard County Metropolitan Commission which are sup-
plied from the system or systems of the Washington
Suburban Sanitary Commission. In the event that such
contract or agreement shall provide that the Washington
Suburban Sanitary Commission shall maintain and operate
such portions of the water system or systems of the
Howard County Metropolitan Commission then and in that
event the operating control of said systems or portions
thereof of the Howard County Metropolitan Commission
shall belong exclusively to the Washington Suburban Sani-
tary Commission, which shall bill and collect all fees and
charges incident to the maintenance and operation of said
systems or the use of water therefrom.
In the event that such fees and charges shall remain
unpaid for a period of thirty days from date of mailing
the Commission shall after written notice, to be left upon
the premises or mailed to the last known address of the
owner, turn off the water from the property in question
and it shall not be turned on again until said bill shall have
been paid. If any bill shall remain unpaid for 60 days after
being sent out by the Commission it shall be collectible
against the owner of the property served, in the same
manner as other debts are collectible in the respective
counties.
SEC. 4. And be it further enacted, That whenever and
