politan Commission are supplied with water from systems
owned and operated by the Washington Suburban Sanitary
Commission, then and in such event the Washington
Suburban Sanitary Commission is authorized and empow-
ered to formulate and prescribe such rules and regulations
governing connections to the water systems of the Howard
County Metropolitan Commission which it deems necessary
and desirable, including rules and regulations for the
maintenance, operation and use of said system.

Before any plumbing is done on any connection to or in
any building connected with such water systems of the
Howard County Metropolitan Commission as are supplied
with water from systems owned and operated by the Wash-
ington Suburban Sanitary Commission, the person, firm or
corporation doing the same shall first obtain a permit from
the Washington Suburban Sanitary Commission and pay
therefor such reasonable sum as the Commission may pre-
scribe. Such work shall be done under and pursuant to
such rules, regulations and requirements as the Washing-
ton Suburban Sanitary Commission may from time to time
formulate and prescribe and subject to such inspection as
may be deemed necessary. No connection of any kind shall
be made to the water systems of the Howard County
Metropolitan Commission which are supplied with water
from the systems owned and operated by the Washington
Suburban Sanitary Commission without a permit and
under such conditions as said Washington Suburban Sani-
tary Commission may authorize. In order to prevent the
waste of water, said Commission shall have the right of
entry at reasonable hours to all buildings and premises
having any connection with the water system authorized
under this Act and may order and require such changes
in all plumbing as it may deem necessary to eliminate the
loss of water or danger to the public health.

SEC. 5. And be it further enacted, That it shall be
unlawful for any person, firm or corporation to use, handle,
tamper with, obstruct or interfere with any portion of the
water systems of the Howard County Metropolitan Com-
mission which are supplied with water from the systems
owned and operated by the Washington Suburban Sanitary
Commission, including pipes, fittings, fire-plugs, pumps,
engines, appliances, wires or other fixtures or equipment
except under such rules and regulations as the said Com-
mission may adopt.

SEC. 6. And be it further enacted, That any violation
of the provisions of the foregoing Section is hereby de-
