(f) Every Volunteer Fire Company receiving any of the
proceeds of this special tax shall keep the same in a separate
bank account and shall keep separate records of all ex-
penditures of said funds, and shall make an annual financial
report and a detailed operating report to the County Com-
missioners of Anne Arundel County on or before October
1st of each year, which report shall show the unexpended
balance of said fund on hand. Failure to comply with this
sub-section shall exclude any Volunteer Fire Company from
the benefits of this section.
(g) No resolution, regulation or by-law shall be adopted
by any Volunteer Fire Company receiving any of the pro-
ceeds of the said special tax, limiting or restricting the
territory within which it will respond to calls for emergency
or ambulance service.
(h) In the event that any Volunteer Fire Company
receiving any of the proceeds of the said special tax shall
cease to operate Ambulance and Rescue Service, or if the
funds provided for herein are not used for the purposes set
forth in sub-section (e) or if restrictive rules or regulations
are adopted by the said company with respect to the area
within which it will respond to calls for emergency or
ambulance service, the said County Commissioners shall
cease distributing to them any of the proceeds of the said
special tax.
(i) No payment or disbursement of any of the funds
received by any Volunteer Fire Company under the pro-
visions of this section shall be made except with the
approval of the Board of Directors of said Volunteer Fire
Company.
(j) Each Volunteer Fire Company receiving any of the
proceeds of the said special tax shall give bond to the
County Commissioners of Anne Arundel County in a penal
sum to be set by them conditioned upon the faithful ex-
penditure of funds derived hereunder.
SEC. 2. And be it further enacted, That this Act shall
not become effective until it shall have been submitted to
the qualified voters of the First Election District of Anne
Arundel County at the general election to be held in Anne
Arundel County in November, 1954. There shall be printed
on the ballots to be used at said election, the title of this
Act and underneath said title on separate lines a square
or box or lever opposite the words "For Ambulance and
Rescue Service," and a corresponding square or box or
lever to the right of and opposite the words "Against
