available State or Federal funds, and the said County Com-
missioners are hereby authorized to enter into a contract
with the State Roads Commission, the Federal Works
Agency, Public Roads Administration, or any other Fed-
eral, State, Regional or local agency of government with
regard to such improvements as may be required by the
terms of said contract to pay the funds contracted to be
paid to said administration or agency.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

(House Bill 647)
AN ACT to add a new section to the Code of Public Local
Laws of Anne Arundel County (1947 Edition), being
Article 2 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Anne Arundel County," sub-title
"Ambulance and Rescue Companies," said new section to
be known as Section 162, to immediately precede Section
163 of said Code, providing for the levy and collection
of a special tax in the First Election District of Anne
Arundel County to be paid to certain Volunteer Fire
Companies in said Election District for the purpose of
providing ambulance, rescue and life saving facilities
and equipment, relating to the accounting for and dis-
bursement of said funds, providing certain rules and
regulations which must be complied with by said Volun-
teer Fire Companies, relating generally to the establish-
ment and maintenance of ambulance, rescue and life
saving equipment in said Election District and providing
for a referendum thereon.
