instance, may be by facsimile, and in case any officer whose
signature or facsimile thereof shall appear on any such
bond, or on the coupons attached thereto, shall cease to be
such officer before the delivery thereof, such signature
shall nevertheless be valid and sufficient for all purposes
the same as if he had remained in office until such delivery.
Said Board of County Commissioners may, by appropriate
resolution, provide for the replacement of any bonds issued
hereunder which shall have become mutilated or be des-
troyed or lost upon such condition and after receiving such
indemnity as said Board of County Commissioners may
think it proper and necessary to stipulate and require.
SEC. 2. And be it further enacted, That the proceeds of
the said bonds, or any issue thereof, may, in the discretion
of the County Commissioners, upon the recommendations
of the Advisory Board created by Chapter 662 of the Acts
of 1945 of the General Assembly of Maryland, be allocated
by said County Commissioners and expended for the follow-
ing purposes:
(1) The improvement of the system of highways, roads,
streets and other public rights-of-way in said district in-
cluding such improvements as may be made in conjunction
or co-operation with the State Roads Commission, the
Federal Works Agency, Public Roads Administration or
within any other Federal, State, Regional or local agency
of government. Such improvement shall be deemed to
include the establishment and construction of new streets
and other public rights-of-way, the acquisition by dedica-
tion, gift, purchase or condemnation of any land, including
buildings or other structures which may be hazardous, un-
sightly, dangerous to traffic or otherwise required in the
acquisition of land to be used for public street or right-of-
way purposes. Improvements in width, alignment and/or
grade, the channelization or other treatment of highway
or street intersections, the preparation of plans and speci-
fications in connection with any improvements, the im-
provement of roadsides including tree planning and other
landscaping.
(2) The acquisition by gift, purchase or condemnation of
lands and buildings required for playgrounds or other
recreational activities.
(3) The installation, operation and maintenance of
lighting equipment for highways, streets or intersec-
tions. Provided, that all or any part of the funds allo-
cated for street or highway improvements or construction
may be used in addition to and in conjunction with any
