THEODORE R. MCKELDIN, GOVERNOR 661

Million Dollars ($1,000,000) in anticipation of taxes, sale
of bonds or other revenue payable to said Commission;
to provide for the payment thereof; and for other pur-
poses.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Washington Suburban Sanitary Com-
mission, a body corporate, created by Chapter 122 of the
Acts of the General Assembly of Maryland, 1918, may, and
they are hereby authorized and empowered, whenever
necessary for the purpose of paying the principal and/or
interest of bonds due or to become due, and for meeting
payments required to be made to its employees and laborers,
borrow money in anticipation of taxes, sale of bonds or other
revenue of the fiscal year in which the loan is made or in
anticipation of the taxes, sale of bonds or other revenue of
the next succeeding fiscal year, and such loan shall be pay-
able not later than the end of the fiscal year next succeed-
ing the year in which the loan was made. Negotiable notes
shall be issued for all money so borrowed, which notes may
be renewed from time to time, and money may be borrowed
upon new notes from time to time for the payment of any
indebtedness evidenced thereby; but all such notes and
loans shall mature within the time limited for the payment
of the original loan. No money shall be so borrowed at a
rate of interest exceeding five per centum (5%) per an-
num. Such notes may be disposed of in such manner as
the Commission may determine, provided, however, that
there shall never be outstanding at any one time any such
notes in excess of One Million Dollars ($1,000,000). All
such notes shall be authorized by resolution of the Com-
mission, which shall fix the actual or maximum face amount
of the notes, the actual or maximum rate of interest to be
paid upon the amount borrowed and the actual or ap-
proximate maturity of the notes. The form and manner of
execution of such notes shall be determined by the Com-
mission.

SEC. 2. And be it further enacted, That provision for
the payment of any notes issued hereunder shall be made
in the manner provided by Section 995 of Chapter 540 of
the Acts of the General Assembly of Maryland of 1939.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
