SEC. 2. And be it further enacted, That Section 472 of
the said sub-title be and is hereby repealed and re-enacted,
with amendments, as follows:
472.
(A) The corporate powers of said Town shall be vested
in and shall be exercised by, and the Town shall be gov-
erned by, a Commission to be known as the District Heights
Commission. Said Commission shall be composed of five
members, one elected at large, and one from each ward,
to be known as Commissioners. The Commissioner elected
at large shall be the Chairman Commissioner, and he shall
also be known as the Mayor of District Heights. Said
Commissioners shall be selected and shall qualify as such
Commissioners in the manner provided for in this sub-
title.
(B) All acts and things done on behalf of said Town
shall be in the name of the Town of District Heights, and
all property purchased or otherwise acquired by said Town
shall be purchased, acquired, and held in the name of the
Town of District Heights.
(C) The District Heights Commission shall by resolution
choose one of its members other than the Chairman Com-
missioner as Vice-Chairman Commissioner and another as
Secretary Commissioner. It shall also by resolution choose
one of its members as Street Commissioner, another as
Police Commissioner, and a third as Building Commis-
sioner, and each of these shall supervise the work of the
employees and officers of the Town in their respective
fields.
(D) Subject to the provisions of this sub-title, the said
Commission may regulate the conduct of its business and
meetings and the government of said Town; and a majority
of said Commissioners shall constitute a quorum. All
measures shall be decided by a majority vote of the Com-
missioners present, and the Chairman Commissioner shall
not vote except in the case of a tie.
(E) The Secretary Commissioner shall have charge of
the town seal and all property, records, books, papers and
other things of said town. Said Secretary Commissioner
and Chairman Commissioner shall, within the limits of said
town, have the same power and authority to administer
oaths of office of the Town Treasurer, members of the
Board of Election Supervisors, and other town officers,
and oaths to other persons as provided in this charter, as
is possessed by a Justice of the Peace and a Notary Public.
