signed by the Mayor of Chestertown or a facsimile of his
signature shall be stamped, printed or engraved thereon.
In case any officer whose signature shall appear on any
such bonds or the coupons attached thereto shall cease to
be such officer before delivery of such bonds, such signa-
ture shall nevertheless be valid and sufficient for all pur-
poses in the same manner as if he had remained in office
until delivery. The Mayor and Council of Chestertown
shall sell said bonds at public or private sale and at such
time as the Mayor and Council of Chestertown, in their
discretion and in the furtherance of the purpose for which
this bond issue is created, may deem proper. The said
Mayor and Council of Chestertown shall deposit the money
received upon the sale of said bonds, including any pre-
miums thereon, if any, in some bank or trust company and
credit it on the books of the Town to the "Chestertown
Water System Bonds" to be applied only for the purposes
specified in this Act; provided, however, that any balance
of the proceeds of said bond issue not required for the
purposes hereinbefore specified shall be applied for the
redemption of said bonds.

SEC. 5. And be it further enacted, That this Act and
the bonds issued thereunder are hereby specifically ex-
empted from the provisions of Sections 33 and 34, Article
31, title "Debt—Public" of the Annotated Code of Mary-
land (1951 Edition).

SEC. 6. And be it further enacted, That for the purpose
of providing funds to pay the principal of and interest on
the bonds so issued in accordance with this Act, in whole
or in part, and for the purpose of providing funds for the
maintenance and repair of the water system of the Town of
Chestertown, the Mayor and Council of Chestertown shall
have full power and authority to make such water rents
and charges as they may deem necessary, chargeable
against all properties serviced by the water system of the
Town of Chestertown. Such water rents and charges shall
be reasonable and uniform, but may be subject to change
from time to time as said Mayor and Council of Chester-
town deem necessary. Said water rents and charges shall
be payable at such times and shall be subject to such
penalties for non-payment, as said Mayor and Council of
Chestertown may determine, and they shall be liens on the
property served in the same manner as other debts.

SEC. 7. And be it further enacted, That the Mayor and
Council of Chestertown shall annually levy upon the assess-
able property liable to taxation in the Town of Chestertown
