at the regular tax levying period an amount which to-
gether with any water rents and charges levied and col-
lected as provided in Section 6 of this Act and used for
the purpose of providing funds to pay the interest on and
maturing principal of bonds issued under this Act, shall be
sufficient to meet and pay the interest on said bonds so
issued and outstanding and to meet and pay the principal
of said bonds as they shall severally become due from time
to time, which tax shall be levied and collected, and shall
have the same priority, rights, bear the same interest and
penalties and in every respect be treated the same as other
taxes imposed by the Town of Chestertown now are. Not-
withstanding any statutory or other limitation, including
the limitation set forth in Sections 122D of Article 15 of
the Public Local Laws of Maryland, title "Kent County",
sub-title "Chestertown", said taxes may be levied without
limitation as to rate or amount. Said amounts so levied
and collected shall be kept in a separate fund for the pay-
ment of said interest and principal and for no other pur-
pose whatsoever.
SEC. 8. And be it further enacted, That the provisions
of this Act shall not become effective until it shall have
been submitted to the qualified voters of the Town of
Chestertown at a special election to be held thirty (30)
days after the effective date of this bill. There shall be
printed on the ballots to be used at said election, the title
of this Act and underneath said title, on separate lines, a
box or square to the right of and opposite the words "For
authorization of issuance of $100, 000. 00 of Water System
Bonds", and a corresponding box or square to the right of
and opposite the words "Against authorization of issuance
of $100, 000. 00 of Water System Bonds" so that the voters
shall be able to designate by cross-mark, in the proper box
or square, his or her decision for or against said authoriza-
tion of the issuance of the $100, 000. 00 Water System
Bonds. If a majority of the votes cast on said question
shall be "For authorization of issuance of $100, 000. 00
Water System Bonds", then this Act shall become imme-
diately effective. If a majority of the votes cast shall be
"Against authorization of issuance of $100, 000. 00 Water
System Bonds", then this Act shall be null and void and
of no effect whatsoever.
SEC. 9. And be it further enacted, That this Act is
hereby declared to be an emergency Act and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported
by three-fifths of all the members of the two Houses of the
