and to the extent of any such funds received or receivable
in any fiscal year the taxes hereby required to be levied
may be reduced proportionately.

SEC. 9. And be it further enacted, That such bonds
shall not be subject to the provisions of Sections 32, 33 and
34 of Article 31 of the Code of Public General Laws of
the State of Maryland (1951 Edition) and any Acts
amendatory thereof or supplementary thereto; and the
authority hereby granted with respect to the issue of such
bonds, the form and amount thereof and the interest
thereon, as well as any of the terms, conditions and provi-
sions thereof are specifically exempted from the provisions
of Section 417 of Article 7 of the Code of Public Local
Laws of the State of Maryland (1930 Edition), and the
Acts amendatory thereof or supplementary thereto.

SEC. 10. And be it further enacted, That if any provi-
sion of this Act or the application of such provision to any
person or circumstance is held invalid, the remainder of
this Act and the application of such provisions to other
persons or circumstances shall not be affected thereby; and
that all laws and parts of laws, whether general or public
local laws, inconsistent with the provisions of this Act be
and the same are hereby repealed or amended to the extent
of any such inconsistency.

SEC. 11. And be it further enacted, That in the event
the proceeds from the taxes so levied as hereinbefore pro-
vided in any fiscal year to meet the interest and principal
of all bonds maturing in such fiscal year shall prove inade-
quate for the purposes aforesaid, additional taxes shall be
levied in the succeeding fiscal year to make up such
deficiency.

SEC. 12. And be it further enacted, That before this
Act shall become effective, the question shall be submitted
to the qualified voters of the town of Taneytown. Such
question shall be submitted at any general or special elec-
tion to be held in said town on a date to be specified by
the Mayor and City Council of Taneytown, and said Mayor
and City Council are hereby specifically authorized to order
the holding of and to conduct a special election for the
purpose of such referendum. At such referendum there
shall be placed on the official ballot or on the voting
machines, if such are used, the words "for sewerage system
bond issue" and the words "against sewerage system bond
issue" with suitable provision to be made for the voter to
