indicate his choice on said question. If a majority of the
qualified votes cast on said question shall be cast "for
sewerage system bond issue", then this act shall become
effective immediately according to its terms. If a majority
of the votes cast on said question shall be cast "against
sewerage system bond issue", then this act shall not become
effective and shall be wholly null and void.
SEC. 13. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon a yea and nay vote, supported by
three-fourths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT authorizing and empowering the County Com-
missioners of Charles County to borrow upon the faith
and credit of Charles County a sum of money not to
exceed Two Hundred Thousand Dollars ($200, 000. 00)
by the issuance and sale of coupon bonds, the rate or
rates of interest on which shall not exceed three and
one-half per cent (3½%) per annum; and providing
further that the proceeds thereof be used exclusively
for the purpose of improving and remodeling the Court
House situated in the County Seat at La Plata, Charles
County, Maryland; and to levy taxes upon the assessable
property of Charles County to provide funds for the
payment of interest and principal upon the said bonds
as the same shall mature and become payable, and to
permit the use for such payment purposes of any moneys
payable to Charles County under State law not other-
wise earmarked, except the Incentive Fund for school
buildings.
SECTION 1. Be it enacted by the General Assembly of Maryland
