[b] The Mayor and Council shall have power to provide
by ordinance for the conducting, regulating or controlling
of [primary or town] City elections in any respect not
covered by the specific provisions of this sub-title.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 244
(House Bill 510)

AN ACT to add a new section to Higinbothom's Code of
Harford County (1942 Edition), being Article 13 of the
Code of Public Local Laws of Maryland, title "Harford
County, " sub-title "Sheriff, " said new section to be known
as Section 460A, to follow immediately after Section 460
of said Code, relating to the establishment, duties and
members of the Harford County Police Commission.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added to
Higinbothom's Code of Harford County (1942 Edition), be-
ing Article 13 of the Code of Public Local Laws of Mary-
land, title "Harford County, " sub-title "Sheriff, " said new
section to be known as Section 460A, to follow immediately
after Section 460 of said Code and to read as follows:

460A. There shall be a Harford County Police Commis-
sion consisting of four members who shall serve without
compensation. The Sheriff of Harford County shall be a
member ex officio and serve as Chairman of said Commis-
sion. The Mayor and City Council of Havre de Grace, the
Town Commissioners of Aberdeen and the Town Commis-
sioners of Bel Air shall each appoint one member of said
Commission. The Police Commission shall meet at least
once in every three months at a time and place to be desig-
nated by the Sheriff of Harford County. The Police Com-
