In addition, a portion of the proceeds of sale of said
certificates of indebtedness may be used for acquiring such
floating equipment as may be needed from time to time to
properly keep the harbor or port of Baltimore open to
navigation at all times, and for defraying the administra-
tional and operational costs and expenses of the Port of
Baltimore Commission, and for making surveys and pre-
paring plans for or in connection with extending, developing
or improving the harbor or port of Baltimore and its facili-
ties and the highways and approaches thereto.

All of said land, property or improvements shall be ac-
quired, developed, improved, held or disposed of as provided
by law.

SEC. 3. And be it further enacted, That the Port of
Baltimore Commission, as it is now or hereafter established
or constituted, is hereby fully authorized and empowered:
(a) to administer and supervise the proceeds derived from
the sale of the certificates of indebtedness authorized to be
issued under the provisions of this Act, including, but not
limited to, the expenditure and disposition thereof, and (b)
to exercise and perform any and all of the powers and
duties, which heretofore have been or may hereafter be
vested in or imposed upon said Commission, in connection
with the proceeds derived from the sale of the certificates
of indebtedness authorized to be issued under the provisions
of this Act.

SEC. 4. And be it further enacted, That no part of the
proceeds of sale of the certificates of indebtedness hereby
authorized to be issued shall be expended until after the
Port of Baltimore Commission has submitted its written
recommendation, which shall set forth the purposes for,
and the terms and conditions upon, which each particular
sum of money is to be expended, to the Board of Estimates
of the Mayor and City Council of Baltimore and such
recommendation has been approved by said Board of
Estimates.

In addition, no part of the proceeds of sale of the certifi-
cates of indebtedness hereby authorized to be issued shall
be expended for actually establishing, developing, re-
developing, constructing, reconstructing, enlarging, extend-
ing, altering, improving, renovating, modernizing or equip-
ping any building, structure or facility on, above, under or
in any land or property, regardless of who owns or other-
wise holds or controls any such land or property, for or in
