general welfare of the town and its citizens, be and they
are hereby authorized by general ordinance to regulate and
restrict the height, number and stories of buildings and
other structures; the size of yards, courts and other open
spaces, the kind of construction and the location and use
of buildings, and structures for trade, industry, residence
and for other purposes.

654. The Mayor and Commissioners of Westernport
shall have power and authority to make such reasonable
traffic regulation in respect to Motor Vehicles on the
streets, lanes and alleys of the Town of Westernport as are
not prohibited to them by the Laws of the State of Mary-
land, and in particular shall have power to make reason-
able parking regulations respecting said motor vehicles
thereon. They shall likewise have power and authority to
establish, own and operate parking lots or other necessary
equipment in connection therewith located within its cor-
porate limits, and in connection therewith shall have power
and authority to make reasonable charges for the use and
occupancy of the same, and to make such rules and regula-
tions pertaining thereto as they may consider proper and
necessary.

655. The Mayor and Commissioners of Westernport
shall cause to be maintained a registration of the legal and
qualified voters residing within the corporate limits of the
Town of Westernport and said registration shall specify the
residence of the voter on each street and such further in-
formation as The Mayor and Commissioners of Western-
port may consider necessary to show their qualifications as
such voters. Such registration shall be essential to the
right to vote at any election held under the Charter of
Westernport. The Mayor and Commissioners of Western-
port shall in each election year appoint two persons, being
citizens of the Town of Westernport and qualified voters
therein, to act as officers of such registration, and they
shall sit for the purpose of registering voters at the Council
Chamber of said town or at such other place as shall be
designated by The Mayor and Commissioners of Western-
port on the first Monday of April in each election year.
They shall sit not less than nine (9) hours and ten days
public notice of said sitting shall be given prior thereto
by advertisement by hand bills posted in not less than ten
public places within the corporate limits of Westernport.
After causing the registration of the duly qualified voters
they shall return the list to The Mayor and Commissioners
of Westernport. Before the said officers of registration
