street or alley. The costs so assessed shall be a lien on said
property, collected as corporate taxes, and until paid shall
draw interest at six per cent from date of assessment.
650. The Mayor and Commissioners of Westernport
shall have power to make and establish grades on the
streets and highways of said Town of Westernport; and
to cause the sidewalks and gutters along the public streets
and highways of said town to be graded, paved or repaired
at the costs and the expense of the abutting property
owner thereof and to collect from said abutting property
owner thereof the costs of making said improvements
thereto, whenever they are made by The Mayor and Com-
missioners of Westernport after refusal or neglect on the
part of the property owner to do so after reasonable notice,
the costs of which improvements as made by The Mayor
and Commissioners of Westernport shall be a lien against
said abutting property and be collectible as are liens for
taxes against said owner or property.
651. Any person who shall feel aggrieved by the action
of The Mayor and Commissioners of Westernport in the
matter of the making of an assessment for any of the im-
provements herein authorized to be made, may appeal
therefrom at any time within thirty days thereafter to the
Circuit Court for Allegany County, Maryland, which ap-
peal shall be taken by the filing of a written notice thereof
with the Clerk of the Town of Westernport, who shall
thereupon without unnecessary delay, transmit to the said
Court a record of the proceedings of The Mayor and Com-
missioners in said matter. In said Court the party ap-
pellant shall be entitled to a jury trial to assess the amount
to be paid by him, and the amount so assessed shall stand
in the place and stead of the amount of the assessment made
by the Mayor and Commissioners of Westernport.
652. Whenever in the opinion of The Mayor and Com-
missioners of Westernport it is necessary or desirable to
divide the town into two separate and independent voting
districts or wards, they may by ordinance so provide, and
thereafter, the provisions herein as to the registration of
voters and conduct of elections shall apply to each of said
voting districts or wards, and the provisions herein as to
the appointments and number of officers of registration
and election officials, and their respective duties shall apply
to each such district or ward as a separate unit.
653. The Mayor and Commissioners of Westernport for
the purpose of promoting health, safety, morals or the
