to call a special registration prior to any special election
or elections authorized by the General Assembly, to register
new voters and revise the list of said registration as herein
provided, upon giving notice thereof as provided herein;
and no person shall be entitled to have his or her name on
any ballot or to be voted for as a Candidate or President
or Commissioner of said town who shall have not have
filed with said President and Commissioners at least ten
days before the third Monday of March, or the date on
which an election is to be held for President and Commis-
sioners of the Town of North East, a certificate certifying
for what office he is a candidate and that he is qualified
under the provisions of this [Act] sub-title for such office.

(d) The provisions, prohibitions and penalties of the
Annotated Code of Maryland, relating to corrupt practices,
shall be applicable to all elections held by virtue of the
authority given in this [Article] sub-title.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 114
(Senate Bill 106)

AN ACT to repeal Section 138 AND RE-ENACT, WITH
AMENDMENTS, SECTION 136 of Article 41 of the
Annotated Code of Maryland (1951 Edition), title "Gov-
ernor—Executive and Administrative Departments",
sub-title "State Library", and to repeal and re-enact,

with amendments, Section 136 and Section 144 of said

sub title, granting to the Library Committee of the

Maryland State Library the power to sell books, maps

and periodicals and to apply the proceeds thereof to the
acquisition of new library items, and removing obsolete
provisions from the laws concerning the State Library.
"STATE LIBRARY", PROVIDING THAT THE
STATE LIBRARY SHALL BE KEPT IN THE COURT
OF APPEALS BUILDING.
