first Monday in March, in the year nineteen hundred and
thirty-nine, and their duly elected and qualified successors
by the first Monday in March, in every year thereafter to
appoint two registers of voters for the Town of Northeast,
said registers of voters shall receive the same compensa-
tion as registers of voters under a General Law of the
State, and shall hold office for one year, and until their
successors are duly appointed and qualified; said registers
shall take the usual oath of office before the President of
said Commissioners of the Town of North East, and the
President and Commissioners of the Town of North East
shall procure and deliver to the said registers of voters
two suitable registration books, similar in all respects to
the registration books now in use under the Election Laws
of Maryland, and also designate the hour and place where
the registration shall be held each year.

(b) Said registers of voters shall open their books of
registration at the hour and place designated by the said
President and Commissioners on the first Monday and
Tuesday of March, in the year nineteen hundred and thirty-
nine for a complete registration of the voters in the Town
of North East, who possess the necessary qualifications,
and every year thereafter on the first Monday in March
to register new voters and to revise the list of said regis-
tration; notice of said registration and subsequent regis-
trations as provided herein shall be given by hand bills
to be posted in at least ten places in said town, at least
ten days before the first Monday in March, and said regis-
ters of voters shall duly register all persons possessing the
qualifications as required by Section 287 of Article 8 of
the Public Local Laws of the State of Maryland, who shall
apply in person for registration.

(c) Any register of voters who shall knowingly violate
the provisions of this [Act] sub-title shall be guilty of a
misdemeanor and upon conviction shall be punished under
the General Laws of this State relating to registration,
and said books of registration shall be turned over to said
President and Commissioners of North East for safe-
keeping, and shall by said President and Commissioners be
delivered to the Judge or Judges of any regular Town or
special election, or other elections, authorized heretofore
or hereafter by the General Assembly of Maryland, for
the purpose of holding said Town or Special Elections, and
no person shall be entitled to vote at any Town or Special
Elections unless his or her name shall have been duly regis-
tered as aforesaid, and power and authority is hereby
given to the President and Commissioners of said Town
