of harvest season resulting in drastic loss to producers
without being reflected in the prices consumers pay for
perishables; and
WHEREAS, The problem has been of a continuing nature
and previous efforts both by the U. S. Government and
state agencies have failed to materially alleviate or correct
market practices and improve market facilities, effective
remedial action must be taken if Maryland producers are
to survive in this all important business of producing
vitally needed food; and
WHEREAS, The vegetable producer's share of the con-
sumer food dollar has decreased to 35 cents in face of
continued rising food costs to the consumer; now, there-
fore, be it
Resolved by the General Assembly of Maryland, That the
Governor of Maryland be authorized and directed to ap-
point a commission for the purpose of studying factors in-
volved in the prices farmers receive for their produce
following through to the prices consumers pay at the retail
level including the impact of practices as they relate to
packaging, grading, sanitation, quality buying and com-
mission methods, movement of produce in and out of the
market areas, market facilities and all other factors that
have a bearing upon or effect on the Baltimore Wholesale
Produce Market; and be it further
Resolved, That the commission submit to the Governor
of Maryland, for referral to the Legislature on or before
December 31, 1953, a report of its findings, together with
its recommendations.
