1732 LAWS OF MARYLAND [CH. 749

JOINED TOGETHER AND KNOWN AS THE FIFTH
WARD OF THE CITY OF HYATTSVILLE. THE
FIFTH WARD HEREBY CREATED SHALL BE REP-
RESENTED IN THE GOVERNMENT OF THE CITY
OF HYATTSVILLE BY ONE COUNCILMAN, TO BE
ELECTED BY THE VOTERS OF SAID FIFTH WARD
AT THE NEXT MUNICIPAL ELECTION. SAID
COUNCILMAN SHALL POSSESS THE QUALIFICA-
TIONS, AND SERVE FOR A TERM THE SAME AS
PROVIDED FOR OTHER COUNCILMEN OF THE CITY
OF HYATTSVILLE, AND ANY VACANCIES WHICH
MAY OCCUR IN THE OFFICE OF COUNCILMAN
FROM SAID NEW WARD SHALL BE FILLED AS NOW
PROVIDED FOR OTHER COUNCILMEN BY LAW.

THE MAYOR AND CITY COUNCIL OF HYATTS-
VILLE SHALL, PRIOR TO SAID MUNICIPAL ELEC-
TION, APPOINT REGISTRATION OFFICERS AND
PROVIDE FOR THE REGISTRATION OF VOTERS IN
SAID ANNEXED TERRITORY IN ACCORDANCE
WITH THE LAW PROVIDING FOR THE REGISTRA-
TION OF VOTERS IN THE CITY OF HYATTSVILLE.
THE ELECTION FOR COUNCILMEN PROVIDED FOR
AND CREATED BY THIS ACT, AND ALL SUBSE-
QUENT ELECTIONS, AND ALL NECESSARY AR-
RANGEMENTS THEREFOR, INCLUDING THE AP-
POINTMENT OF ELECTION JUDGES AND CLERKS
OF ELECTION FOR SAID ANNEXED TERRITORY,
SHALL BE PROVIDED FOR IN THE SAME MANNER
AND IN ACCORDANCE WITH THE PUBLIC LOCAL
LAWS OF MARYLAND APPLICABLE TO THE ELEC-
TION OF OFFICERS IN SAID CITY OF HYATTS-
VILLE. ALL VOTERS SO REGISTERED SHALL BE
ENTITLED TO VOTE FOR THE COUNCILMAN
WHOSE POSITION IS CREATED BY THIS ACT AND
FOR ALL OTHER ELECTIVE OFFICERS OF SAID
CITY WHO ARE TO BE VOTED UPON BY ALL OF
THE VOTERS OF THE CITY.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.
