sub-title "Qualification and Selection of Jurors", said
new section to be known as Section 11A and to follow
immediately after Section 11 of said Article relating to
the swearing of witnesses appearing before the Grand
Jury.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be added to Article 51 of
the Annotated Code of Maryland (1951 Edition), title
"Juries", sub-title "Qualification and Selection of Jurors",
said new section to be known as Section 11A and to follow
immediately after Section 11 of said Article, and to read
as follows:
11 A. Witnesses appearing before the Grand Jury shall
be sworn in one of the following manners:
(1) in the presence of the Grand Jury by the foreman or
by some other member appointed by the foreman for that
purpose; or,
(2) in the presence of the presiding judge or judges in
open court by the Clerk of the Court OR BY A DEPUTY
CLERK; or
(3) by the Clerk of the Court or by some person A
DEPUTY CLERK appointed by the Clerk for that pur-
pose IN THE COURT HOUSE but not in open court in
the presence of the presiding judge or judges.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.
