be made for all amendments, whether proposed by the Board
of Commissioners or by a charter commission.

787D. Approval. A charter amendment, however, pro-
posed, shall become a part of this charter when approved by
a majority of the qualified voters voting thereon. Such
amendment, when approved, shall have the force of law,
subject to the Constitution and general laws of the State
of Maryland.

SEC. 2. And be it further enacted, That this Act shall
not become effective unless it shall first be submitted to
the legally qualified voters of the Town of Thurmont at a
town election to be held on a date to be determined by the
commissioners of said town in March, 1953. There shall be
printed on the ballots to be used at such election the title
of this Act, and underneath said title, on separate lines,
a square or box to the right of and opposite the words
"For Amendment of the Thurmont Charter", and a corre-
sponding square or box to the right of and opposite the
words "Against Amendment of the Thurmont Charter", so
that the voters shall be able to designate by a mark in the
proper square or box his or her decision for or against
said Act. If a majority of the votes cast shall be "For
Amendment of the Thurmont Charter", then said Act shall
become effective, but if a majority of the votes cast shall
be "Against Amendment of the Thurmont Charter'*, then
said Act shall be null and void.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.
