tion authorizing the issuance of such bonds as more fully
provided for in Section 5 of this Act. In the event that the
amounts so borrowed shall prove inadequate for the financ-
ing of any such storm water or surface water system, at
any time, the Board of County Commissioners of Anne
Arundel County may issue additional obligations for the
purpose of evidencing the borrowing of additional funds
for any such storm water or surface water system, but if
the funds derived from the sale of any issue of any such
bonds shall exceed the amount needed to finance the storm
water or surface water system as described in said ordi-
nance or resolution, the excess funds so borrowed may be
set apart by the Board of County Commissioners of Anne
Arundel County and applied in payment of the first prin-
cipal maturity of the obligations so issued or to the redemp-
tion of any part of any of said bonds, if the same shall have
been made redeemable by any such ordinance or resolution,
but said excess funds shall in no event be used for any other
County function or for any other storm water or surface
water drainage system located in any drainage area other
than the system described in said ordinance or resolution.
SEC. 8. And be it further enacted, That for the purpose
of providing for the payment of principal and the interest
on the bonds issued by the Board of County Commissioners
of Anne Arundel County under the terms and conditions
of this Act for the construction of storm water or surface
water drainage systems, there shall be levied by the Board
of County Commissioners of Anne Arundel County a
special assessment to be known as a drainage system as-
sessment against all of the properties within said drainage
area served by said system, whether immediately or re-
motely, which the Board of County Commissioners of Anne
Arundel County may determine to be specially benefited by
said system, based on the area or on the assessed value of
all of the property belonging to any owner within said
drainage area and so benefited, which special assessment
shall be uniform throughout the area affected. The special
assessment aforesaid shall be made on either an area basis
or on an assessed valuation basis whichever is deemed more
equitable and just by the Board of County Commissioners
of Anne Arundel County, and such selection as made by the
Board of County Commissioners of Anne Arundel County
shall be final and conclusive. Such special assessment shall
be levied annually in a sufficient amount to meet the prin-
cipal and interest requirements of the bonds outstanding,
the proceeds of which were used for the construction, and
related expenses, of the storm water or surface water
