drainage system installed in the aforesaid drainage area.
Before the special assessment as provided by this section of
this Act is levied, the Board of County Commissioners of
Anne Arundel County shall mail to the owners of all prop-
erties within said drainage area or part thereof upon which
it is proposed to levy a special assessment, at the address of
such owner as appears from the tax records of Anne
Arundel County, notice that such special assessment is to
be levied and giving said property owners an opportunity
to be heard thereon at a time and place fixed in said notice.
At such hearing, the Board of County Commissioners of
Anne Arundel County may adjust such special assessment,
maintaining however, a rule of uniformity as to the base
rate or percentage of levy. The Treasurer of Anne
Arundel County is hereby required to collect the special
assessment so levied, in the same manner as State and
County taxes are collected, and such special assessment
shall be included in the County tax bill, shall bear the same
interest and shall be subject to the same penalties in the
event of non-payment, as in the case of other County taxes.

SEC. 9. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 734
(House Bill 792)

AN ACT to add a new section to Chapter 142 of the Acts of
1949, to be known as Section 2A and to follow immedi-
ately after Section 2 thereof, extending the boundaries
of the Town of Forest Heights to include three parcels of
land, and providing for a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added to
Chapter 142 of the Acts of 1949, to be known as Section
2A and to follow immediately after Section 2 thereof, and
to read as follows:
