ments. Provided that storm water or surface drainage im-
provement expenditures in any one year in excess of one-
half (½) of one (1) per centum of the assessed valuation
of all real and personal property in the town, may not be
made
with WITHOUT the approval of a majority of all
votes cast on a referendum submitted at a regular town
election or at a special election called at the discretion of the
Mayor and Town Council.
For this purpose, the Mayor and
Town Council may issue bonds or certificates of indebted-
ness, which shall be payable on or before eleven years from
the date of issuance, with interest not to exceed the rate of
six per centum per annum, payable semi-annually, and with
such annual principal payments as may be fixed by said
Mayor and Town Council.

(c) The Mayor and Town Council of Forest Heights is
authorized and directed to levy annually an ad valorem tax
upon all of the assessed property in said town sufficient to
produce each year a sum sufficient to meet the principal
and interest payments on [said] storm water or surface
drainage improvement
bonds or certificates of indebted-
ness, incurred prior to July 1, 1953, for that year.

The Mayor and Town Council of Forest Heights is au-
thorized and directed to levy annually an assessment based
on the area of each lot in said town to produce each year a
sum sufficient to meet the principal and interest payments
on storm water or surface drainage improvement bonds or
certificates of indebtedness, incurred subsequent to June 30,
1953, for that year.

(d) The Mayor and Town Council is hereby authorized
and empowered to do all acts not specifically mentioned
herein which may be necessary to issue and sell such bonds
or certificates of indebtedness, provide for the payment
thereof and interest thereon, and to arrange for the con-
struction or acquisition of the improvements mentioned
herein. All bonds or certificates of indebtedness issued
hereunder shall be the direct obligation of the Mayor and
Town Council of Forest Heights, and the said corporation
shall be responsible therefor.

SEC. 2. And be it further enacted, That this Act shall
not become effective until it shall first be submitted to the
legally qualified voters of the Town of Forest Heights at
the next regular election held in said town. There shall be
printed on the ballot to be used at said election the title
of this Act and underneath said title, on separate lines, a
square or box or lever to the right of and opposite the
