bers of the Committee are empowered to select some resi-
dent of the proposed city to fill his place.
The qualifications of voters in the referendum shall be
the same as those set forth for elections of Mayor in the
said charter.
It shall be the duty of the Board of Supervisors of Elec-
tions to provide a suitable place or places for voting and
suitable ballot boxes and/or voting machines. The ballots
and/or voting machines shall show on one line the words
"FOR INCORPORATION" and on the second line the
words "AGAINST INCORPORATION".
Within forty-eight hours after the closing of the polls the
Board of Supervisors of Elections shall determine the vote
cast for and against incorporation. If the majority of the
votes cast are for incorporation, this Act shall immediately
become effective, but if a majority of the votes cast are
against incorporation, this Act shall be null and void.
Within ten days after the referendum, the Board of Super-
visors of Elections shall make a certificate stating the num-
ber of votes cast for and the number of votes cast against
incorporation, and shall file the certificate with the Secre-
tary of State of Maryland.
SEC. 3. And be it further enacted, That the Board of
Supervisors of Elections provided for hereinbefore, with
the same duties, powers, and authority vested in them, shall
accept not later than October 15, 1953, the petitions of can-
didates for office in the first city election to be conducted
in said city and that on the 2nd day in November, 1953,
shall conduct the first election of the Mayor and five
Councilmen provided for in the charter, and the first elec-
tion shall be conducted as nearly as practicable as provided
for in elections in the charter, and the officials elected at
said election shall upon qualification assume the duties of
their respective offices on the second Monday following
their election.
SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1953.
