Saving Clause:
341-79. The enumeration of particular powers in this
charter shall not be held or deemed to be exclusive, and the
city shall have such other powers as are incident to those
specifically mentioned or as are a necessary consequence of
the powers herein conferred. In addition to the powers
enumerated in this charter, the city shall have all powers,
rights, and privileges now or hereafter granted by the Con-
stitution and Laws of the State of Maryland.
Separability:
341-80. If any section or part of section of this charter
shall be held invalid by a court of competent jurisdiction
such holding shall not affect the remainder of this charter
nor the context in which such section or part of section so
held invalid shall appear, except to the extent that an entire
section or part of section may be inseparably connected in
meaning and effect with the section or part of section to
which such holding shall directly apply.
Referendum of Charter:
SEC. 2. And be it further enacted, That for the purpose
of determining whether the other provisions of this Act
shall become effective and whether the citizens of the pro-
posed City of Glen Burnie desire to incorporate, there shall
be held a referendum election on the 15th day of September,
1953, under the supervision of the Committee hereinafter
named, the manner and procedure of which shall be as
follows:
The Committee to conduct such referendum shall consist
of:

who shall act as a Board of Supervisors of Elections, and
