improve, repair, and resurface any public way or part
thereof. The city shall have power to install, construct,
repair, and maintain curbs and/or gutters or drains along
any city public way or part thereof. The city shall have
power to install and maintain fire plugs wherever it deems
them necessary and to regulate their use.

Powers Over Sidewalks:

341-58. The City of Glen Burnie shall have the power:

A. to establish, regulate, maintain, pave or reconstruct
any sidewalk or part thereof on town property along any
public way or part thereof.

B. to require and order the owner of any property
abutting on any public way in the city to keep the sidewalk
clear of all ice, snow and other obstructions. If after due
notice and hearing, the owner fails to comply with the order
within a reasonable time, the city may do the work and the
expense shall be a lien on the property and shall be collect-
ible in the same manner as are town taxes or by suit at law.

ARTICLE IX
SPECIAL ASSESSMENT PROCEDURE

Power: Special Assessments:

341-59. The City of Glen Burnie shall have the power to
levy and collect taxes in the form of special assessments
upon property in a limited and determinable area for
special benefits conferred upon such property by the in-
stallation, construction, or reconstruction of water mains,
sanitary sewer mains, storm water sewers, curbs, and
gutters and by the construction, reconstruction, paving, and
repaving of public ways and sidewalks or parts thereof,
and to provide for the payment of all or any part of the
above projects out of the proceeds of such special assess-
ment. The cost of any project to be paid in whole or in
part by special assessments may include the direct cost
thereof, the cost of any land acquired for the project, the
interest on notes, or other evidences of indebtedness issued
in anticipation of the collection of special assessments, and
any other item of cost which may reasonably be attributed
to the project.

Procedure:

341-60. The procedure for special assignments, wherever
authorized in this charter, shall be as follows:
