tion of public improvements without advertising for or re-
ceiving bids. All written contracts may be protected by
such bonds, penalties, and conditions as the city may re-
quire.
ARTICLE VII
PERSONNEL
Clerk to the Council:
341-53. The Clerk-Treasurer shall serve as clerk to the
Council. He shall attend meetings of the Council and keep
a full and accurate account of the proceedings of the
Council. He shall keep such other records and perform
such other duties as may be required by this charter or the
Council.
City Attorney:
341-54. The Mayor with the approval of the Council
may appoint a City Attorney. The City Attorney shall be a
member of the Anne Arundel County Bar, and reside within
the city. The City Attorney shall be the legal adviser of the
Town and shall perform such duties in this connection as
may be required by the Council or the Mayor. The city
shall have the power to employ such legal consultants as
it deems necessary from time to time.
Authority to Employ Personnel:
341-55. The town shall have the power to employ such
officers and employees as it deems necessary to execute the
powers and duties provided by this charter of State law
and to operate the town government.
ARTICLE VIII
PUBLIC WAYS AND SIDEWALKS
341-56. The City of Glen Burnie shall have control of all
the public streets, avenues, roads, highways, public
thoroughfares, lanes, and alleys except such as may be
under the jurisdiction of the Maryland State Roads Com-
mission. Subject to the laws of the State of Maryland and
this charter, the city may do whatever it deems necessary to
establish, operate and maintain in good condition the public
ways of the city.
Powers Over Public Ways:
341-57. The City of Glen Burnie shall have the power to
establish, construct, open, extend, straighten, widen, alter,
