of the Mayor and Council, be removed from office and a
successor appointed, and who shall be a qualified voter in
the elections of said city, and who shall qualify by taking
the same oath as the Mayor.

The City Clerk-Treasurer shall attend all meetings of
the Mayor and Council, shall keep the minutes thereof,
shall keep the ordinance book herein provided for, and
shall submit said minutes and ordinance book to the in-
spection, in his presence, of any citizen of the city. He shall
keep the assessment books, collect all taxes and receive and
pay out all moneys belonging to said city. He shall keep an
accurate account of the receipts and disbursements of the
Mayor and Council and shall render monthly statements
to the Mayor and Council of such receipts and disburse-
ments, and shall submit his accounts to them upon their
order for audit. Before said City Clerk-Treasurer shall
enter upon the duties of his office, he shall execute and de-
liver to the Mayor and Council a bond, at the cost and ex-
pense of the city, payable to the Mayor and Council of Glen
Burnie, in such penal sum as the Mayor and Council shall
by ordinance fix, the sureties to be approved by the Mayor
and Council and conditioned upon the faithful performance
of the duties of his office. The said City Clerk-Treasurer
shall receive such compensation as may be deemed proper
by the Mayor and Council.

Budget:

341-41. The city shall operate on an annual budget
which the Mayor shall submit to the Council at such times
as the Council shall determine. The budget shall contain
a complete financial plan for the year and shall contain
estimates of anticipated revenues and expenditures for the
coming year. The total of the anticipated revenues shall
equal the total of the proposed expenditures. The budget
shall be a public record in the office of the Clerk-Treasurer
and open to public inspection by anyone.

Appropriations:

341-42. No public money may be expended without hav-
ing been appropriated by the Council. From the effective
date of the budget, the several amounts stated therein as
proposed expenditures shall be and become appropriated
to the several objects and purposes named therein.

No officer or employee shall expend, during any year,
any money or incur any liability or enter into any con-
tract which by its terms involves the expenditure of money
