195A. The Department of Public Libraries of Mont-
gomery County shall be entitled to the benefits provided
by Section 178 of this Article for the purchase of books,
provided that the County Council for Montgomery County
shall appropriate for the support of said Department a sum
equal to or in excess of the amount set forth in Sub-section
178 (a) of this Article, and the Department of Public
Libraries of Montgomery County and the funds allocated
to Montgomery hereunder for said Department shall not
be subject to the supervision of the State Superintendent
of Schools or the Division of Library Extension; and the
qualifications of the employees of the Department of Public
Libraries of Montgomery County shall be those which may
be established by the County Personnel Board of Mont-
gomery County; and the Department of Public Libraries
of Montgomery County shall be the agency for the expendi-
ture and administration of the funds or materials received
from the Federal Government for library purposes which
may be allocated to Montgomery County by the State Board
of Education, and the Department of Public Libraries of
Montgomery County shall be exempt from the provisions of
Sections 174 to 190, inclusive, of this Article, except as
otherwise hereinabove provided.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 723)
AN ACT to repeal and re-enact, with amendments, Sec-
tions 66 (e), 112 and 154 (i) of Article 2B of the Anno-
tated Code of Maryland (1951 Edition), title "Alcoholic
Beverages", sub-titles "Revocation and Suspension of
Licenses", "Restrictions" and "County Dispensaries",
and to add Sections 54 (f-1) and 120 (c) to said Article,
said new sections to follow respectively after Sections
54 (f) and 120 (b) and to be under the sub-titles respec-
tively, "Application for License" and "Restrictions",
