preceding any town election, and (e) is registered in accord-
ance with the provisions of this sub-title, shall be a qualified
voter of the Town of Thurmont. Every qualified voter of
the town shall be entitled to vote at any town election.
766A. Notice. The Board of Commissioners shall give
notice of every registration day, citizens' meeting for nomi-
nations, and special or general election by an advertisement
inserted once a week for two successive weeks immediately
preceding such registration, citizens' meeting or election
in at least one newspaper of general circulation in the Town
of Thurmont or by posting a notice thereof in at least five
public places in the Town of Thurmont.
766B. Registrations. There shall be a registration of
persons qualified to vote in town elections on the first Mon-
day in April, 1953, and on the same day every year there-
after. If necessary for the performance of registration or
the convenience of the citizens of the Town of Thurmont,
the mayor may designate additional days as registration
days. Registration shall be permanent and no person shall
be entitled to vote in town elections unless he is registered.
It shall be the duty of the Town Clerk to keep the registra-
tion lists up to date by striking from the lists persons not
qualified to vote or known to have died. The Board of Com-
missioners is hereby authorized, by ordinance, to adopt and
enforce all rules and regulations necessary to establish and
maintain a system of permanent registration.
766C. Appeals. If anyone shall feel aggrieved by the
action of the Town Clerk in refusing to register or in strik-
ing off the name of any person, or by any other action, such
person may appeal to the Board of Commissioners for re-
view and correction of the Town Clerk's action or decision.
Any decision or action of the Board of Commissioners upon
such appeals may be appealed to the Circuit Court for
Frederick County.
766D. Nominations. Nominations for elective town office
shall be made at a citizens' meeting to be held on the first
Monday in April in each regular town election year. The
mayor shall preside as temporary chairman at the citizens'
meeting. The first order of business of such meeting shall
be the election of a permanent chairman who shall preside
during the remainder of the meeting. The names of the
individuals nominated at this meeting shall appear on the
ballot for the election following.
