until his successor is duly elected and qualified. The regular
term of the mayor shall expire at noon on the first Wednes-
day in May following the election of his successor.
765A. Qualifications. The Mayor must have been a
legal resident of the Town of Thurmont for at least three
years immediately preceding his election and must be a
qualified voter of the town.
765B. Salary. The mayor shall receive a salary of Five
Hundred Dollars ($500. 00) per annum for his services.
765C. Powers, (a) The mayor shall see that the ordi-
nances and laws of the town are faithfully executed and
shall be the chief executive officer and the head of the
administrative branch of the town government. The mayor
shall be responsible to the Board of Commissioners and to
the citizens of the town for the administration of the town's
affairs.
(b) The mayor shall serve as president of the Board of
Commissioners as provided in this sub-title.
(c) The mayor shall have the power to veto ordinances
passed by the Board of Commissioners as provided in this
sub-title. The mayor shall also have the power to veto ordi-
nances, orders, and resolutions incurring any debt, or pay-
ing out, or in any way appropriating any money.
(d) The mayor each year shall report to the Board of
Commissioners the condition of municipal affairs, and make
such recommendations as he deems proper for the public
good and welfare of the town.
(e) The mayor and the Board of Commissioners shall
have complete supervision over the financial administra-
tion of the town government. The mayor shall prepare or
have prepared annually a budget and submit it to the Board
of Commissioners. He shall supervise the administration of
the budget as adopted by the Board of Commissioners. He
shall supervise the disbursement of all moneys and have
control over all expenditures to assure that budget appro-
priations are not exceeded.
REGISTRATION, NOMINATION AND ELECTION
766. Voters. Every person who (a) is a citizen of the
United States, (b) is at least twenty-one years of age, (c)
has resided in the State of Maryland for at least one year
next preceding any town election, (d) has resided within
the corporate limits of the town for at least six months next
