ceed fourteen per centum (14%) of the assessed prop-
erty value in said sub-district as fixed for County taxa-
tion purposes; and providing for the right of appeal in
such cases to the Board of County Commissioners of
Anne Arundel County.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That a new section be and it is hereby added to
the Code of Public Local Laws of Anne Arundel County,
(1947 Edition), being Article 2 of the Code of Public Local
Laws of Maryland, title "Anne Arundel County", sub-title
"Sanitary Districts", to follow immediately after Section
495A and to be known as Section 495B, to read as follows:

495B. Whenever fifteen (15) property owners residing
in any sub-district constituting part of the whole Anne
Arundel County Sanitary District, as now or hereafter
constituted, in which either water or sewerage services
have been established by the Commission, shall petition the
Commission for the establishment, in addition to the exist-
ing service, of water or sewerage facilities, as the case may
be, the Commission shall prepare without cost to the peti-
tioners a preliminary estimate to determine the approxi-
mate cost of providing such facilities. The Commission will
also submit an estimate of the cost of making surveys and
preparing a complete engineering and financial report,
which shall include the estimated assessed property valua-
tion as fixed for County taxation purposes, within the sub-
district involved, which estimated assessed valuation shall
be furnished to the Commission by the County Commis-
sioners. Whenever such preliminary estimates are com-
pleted, the Commission shall give notice by publication in
one or more newspapers published within the County, and
by hand bills posted and circulated in the locality where
said proposed facilities are contemplated, which notice
shall specify the proposed area to be served, together with
the time and place of the hearing to be held, at which hear-
ing those present shall be given the probable cost of the
proposed facilities in the area to be served, as shown by
the preliminary survey, the probable cost of the prepara-
tion of the complete engineering and financial report in-
cident thereto, and a statement of the unamortized balance
due on facilities theretofore installed by the Commission
in the sub-district involved. If the estimated cost of the
proposed facilities, including the cost of the engineering
and financial report incident thereto, plus unamortized
balance of the cost of facilities already installed by the
Commission in the sub-district involved, shall exceed four-
