764N. File of Ordinances. Ordinances, when passed and
approved by the mayor or when passed over his veto, shall
be permanently filed in a book or books kept for that pur-
pose, and such book shall be kept open for public inspection.
All such ordinances, or a summary stating the substance
and form thereof, shall be published at least once a week
in two consecutive weeks in one or more newspapers of
general circulation in the Town of Thurmont.
764-O. General Powers. The Board of Commissioners
shall have the power to pass all ordinances not contrary to
the constitution or laws of Maryland or this sub-title, as it
may deem necessary for the good government of the town;
for the protection and preservation of peace and good
order and for securing persons and property from violence,
danger, or destruction; and for the protection of the health,
welfare, comfort, and convenience of the residents of Thur-
mont and visitors thereto and sojourners therein.
764P. The Board of Commissioners shall have the power,
by ordinance, to adopt a building code to govern and con-
trol the erection and repair of buildings within the corpor-
ate limits of the Town of Thurmont and to prescribe penal-
ties for the violation of said code.
(b) The said commissioners shall also have the power, by
ordinance, to adopt a zoning code to govern the use of
buildings for residential, commercial and industrial pur-
poses and to prescribe penalties for the violation thereof.
The said commissioners shall also have and exercise the
powers as to zoning granted by Article 66B of the Anno-
tated Code of Maryland (1951 Edition), and amendments
thereto.
(c) The said commissioners shall have power to make
such contract with the Mechanicstown Water Company for
the supply of water for the purposes of the Corporation,
and to erect fire-plugs, and keep the same in repair.
764Q. All fines and forfeitures under the ordinances of
said corporation may be recovered as small debts are recov-
erable before any trial magistrate. The commissioners may
impose and appropriate fines, penalties and forfeitures for
the breach of their ordinances.
764R. The sheriff for Frederick County shall receive
and safe keep in the jail of said county all persons who
shall be committed thereto for a breach of any of the laws
or ordinances of the corporation, according to the tenor
