764-I. Salaries of Officers and Employees. The Board
of Commissioners shall determine and establish the salaries
of all employees and appointees of the Town of Thurmont,
including the salaries of all heads of offices, departments,
or agencies, but not including the salary of the mayor and
the commissioners.

764J. Ordinances. When any ordinance is introduced
for consideration by the Board of Commissioners it shall be
read and may be voted upon at that time. All ordinances
shall be signed by the mayor as president of the Board of
Commissioners and approved by him as mayor.

764K. Board of Commissioners to Judge Qualifications
of Members. The Board of Commissioners shall be the sole
judge of the election and qualifications of its members.

764L. President of the Board of Commissioners. The
mayor shall serve as the president of the Board of Com-
missioners. He shall have no vote on any matter except
when the Board of Commissioners is equally divided, in
which case he shall cast the deciding vote. The Board of
Commissioners shall at their first meeting at noon on the
first Wednesday in May in each regular town election
year, elect a vice president who shall preside over the
Board of Commissioners in the absence of the mayor.
If the mayor is temporarily unable to perform the
duties of the office of mayor for any reason, the vice
president of the Board of Commissioners shall serve as act-
ing mayor. While presiding over the Board of Commis-
sioners or serving as acting mayor, the vice president shall
retain his vote on the Board of Commissioners.

764M. Veto. All ordinances and regulations passed by
the Board of Commissioners shall be delivered by the Board
of Commissioners at once, or as soon as convenient, to the
mayor for his approval. The mayor shall return the same
to the Board of Commissioners at the next regularly sched-
uled meeting of the Board of Commissioners (or sooner if
he desires) with his approval or disapproval. Any ordi-
nance or regulation returned by the mayor without his
approval shall not be effective as a law unless subsequently
passed at a meeting by favorable vote of four-fifths of the
whole Board of Commissioners; such meeting to be held
within thirty-one days from the time of the return of the
ordinance or regulation. If the mayor fails to return the
ordinance or regulation at the next regularly scheduled
meeting (or sooner) as aforesaid, then the ordinance or
regulation shall become law without his approval.
