day in each month thereafter and at such other times as
may be prescribed by its rules. Special meetings may be
called by the mayor or by four commissioners as often as
necessary for the transaction of business. Meetings of the
Board of Commissioners may be open to the public, and the
rules of the Board of Commissioners shall provide that resi-
dents of the Town of Thurmont shall have a reasonable
opportunity to be heard in regard to any matters at any
meeting of the Board of Commissioners.
764E. Quorum. A majority of the Board of Commis-
sioners shall constitute a quorum for the transaction of
business, and no ordinance shall be approved or other action
taken without a favorable vote of a majority of those
present.
764F. Procedure. The Board of Commissioners shall
determine its own rules and order of Business. It shall
keep a journal of its proceedings and enter therein the yeas
and nays upon any question, resolution, or ordinance if
required by any one member. The journal shall be open to
public inspection.
764G. Departments. The Board of Commissioners by
ordinance may create, change, and abolish offices, depart-
ments, or agencies, other than the offices, departments and
agencies established by this sub-title. The Board of Com-
missioners by ordinance may assign additional functions or
duties to offices, departments, or agencies established by
this sub-title, but may not discontinue or assign to any
other office, department, or agency any function or duty
assigned by this sub-title to a particular office, department
or agency.
764H. The Board of Commissioners are hereby author-
ized to create and establish a Police Department with such
number of officers as they shall determine. The said Com-
missioners are hereby authorized further to install parking
meters on the streets of the Town of Thurmont at such
places as they shall determine and to prescribe by ordi-
nance regulations for the use thereon. The said commis-
sioners shall have power, by ordinance, to prescribe penal-
ties for the violation of any ordinance relating to parking
on the streets of said town or for violating any regulation
which the said commissioners are authorized to ordain as
to the use of said parking meters. All fines imposed for
the violation of such ordinance or ordinances shall be paid
to the Town Clerk and be used for such purposes as the
said commissioners shall determine.
