shall be the duty of the Department of Finance to consoli-
date these reports with the financial reports of the De-
partment of Finance within thirty days. This consolidated
financial report shall be made public, and shall be published
at least once in two, or more, newspapers of general cir-
culation in Prince George's County.
(h) The Transfer Officer shall effect the transfer of all
real property from one owner to another, record the new
owner's name, address, liber and folio number on the
County records within seven working days from the date
of the transfer, or presentation of such deed for record to
the Clerk of the Circuit Court of Prince George's County.
(i) The Collector of Taxes shall record the new owner's
name within seven working days upon receipt of official
notice from the Transfer Officer. All subsequent tax bill-
ing, advertising, tax sales, etc. shall be in the name of the
new owner.
(j) the Transfer Officer shall refuse to record a trans-
fer of property unless a valid address of the new property
owner shall be on the deed.
(k) The Bureau of Disbursements shall disburse to all
incorporated towns, cities, or municipalities within Prince
George's County all moneys that may have been collected
or come into the possession of the Department of Finance
and belonging to the incorporated towns, cities, or munici-
palities, semi-annually, or more often as deemed advisable
by the Treasurer of Prince George's County.
(l) The Treasurer of Prince George's County may ne-
gotiate a contract with any incorporated town, city, or
municipality within Prince George's County to act as the
collecting agency for that incorporated town, city, or mu-
nicipality in collecting town, or municipal taxes, and special
assessments, such taxes to be placed on the regular County
tax rolls and County tax bills, such taxes to become a part
of the total tax bill, and to be collected in the same manner
as County and State taxes are now collected. Said contract
shall be in writing, executed by the incorporated towns,
cities, or municipal officials empowered to execute con-
tracts, the Treasurer of Prince George's County, and a ma-
jority of the Board of County Commissioners. The mone-
tary charge for such services is to be stated in the con-
tract, and agreed upon by the signers of the contract, and
shall be paid to the Department of Finance of Prince
George's County. The Department of Finance shall remit
any money collected under the contract to the incorporated
