763A. The police limits of the town of Thurmont, in
Frederick County, Maryland, shall extend one-half mile in
all directions beyond the corporate limits of said town and
the Board of Commissioners of Thurmont are hereby au-
thorized to extend the use and operation of the Electric
Light plant owned by said town of Thurmont in the police
limits of said town on the same terms and conditions the
said plant is operated in the corporate limits of said town.
Nothing in this section is intended or shall be taken or con-
strued as relieving the Commissioners of Thurmont from
any and all provisions of Chapter 180 of the Acts of the
General Assembly of Maryland of 1910, known as the "Pub-
lic Service Commission Law" or any amendment thereto.

BOARD OF COMMISSIONERS

764. Form of Government. The Town of Thurmont
shall be governed by a Mayor and a Board of five (5) Com-
missioners to be elected as hereinafter provided. In addi-
tion to the administrative departments provided for by this
act, the Board of Commissioners may establish such addi-
tional administrative departments as it may deem neces-
sary.

764A. Number, Selection, Term. All legislative powers
of the town shall be vested in a board of five (5) Commis-
sioners who shall be elected as hereinafter provided and
who shall hold office for a term of two (2) years and until
their successors are duly elected and qualified. The regular
term of commissioners shall expire at noon on the first
Wednesday in May, after the election of their successors.
Commissioners holding office at the time this act becomes
effective shall continue to hold office for the term for which
they have been elected. Their successors shall be elected
for such terms as provided in this sub-title.

764B. Qualifications. Commissioners shall have resided
in the Town of Thurmont for at least one year immediately
preceding their election and shall be qualified voters in the
town.

764C. Salary. Commissioners shall each receive a salary
of Three Hundred Dollars ($300. 00) per annum for their
services.

764D. Meetings. The newly elected members of the
Board of Commissioners shall take office and meet at noon
on the first Wednesday in May in each regular town election
year and shall meet in regular session on the first Wednes-
