(b) Every resident junk dealer shall provide and con-
stantly keep a book, in which shall be fairly set down in
the English language, at the time of every purchase of any
junk, a description of all articles so purchased, the name
and residence of the person from whom such purchase
was made, the license number of any vehicle used and the
day and hour of such purchase and the name and address
of any parties to whom junk is sold and such books shall
be open to the inspection of any and every member of the
police force of the State, County or municipality in which
the junk yard is situated.

243. (Transporting from State. ) Every non-resident
junk dealer or agent before transporting any junk from
this State shall register with the Sheriff of the County
where such purchase was made a complete description of
the property he proposes to transport from this State,
showing the date of purchase, the names and registry num-
bers of the buyer and/or the seller, the license number of
the vehicle used and the party to whom it is to be con-
signed.

244. (Penalty. ) (a) Any person who shall violate, neg-
lect, fail or refuse to comply with all the provisions of this
sub-title or any of them shall, for every offense, upon con-
viction before any Court of competent jurisdiction, be sub-
ject to a fine of not less than Twenty Dollars ($20. 00) nor
more than Five Hundred Dollars ($500. 00) and in default
of payment thereof be imprisoned for a period not exceed-
ing ninety (90) days.

(b) Provided, however, that any person, firm or cor-
poration engaged in any business other than the junk busi-
ness shall have the right to convey junk, which may have
accumulated in connection with his or their business by
vehicle or otherwise for the purpose of disposal or sale
without complying with the provisions of this section or
may purchase and transport junk used in the operation of
business and provided further that this section shall not
apply to vehicles used by common carriers in the transpor-
tation of junk as an incident to the business of such com-
mon carriers.

245. (EXCEPTIONS. ) NOTHING IN THIS SUB-
TITLE SHALL BE CONSTRUED TO APPLY TO OR
BE EFFECTIVE IN THE CITY OF BALTIMORE,
OR IN BALTIMORE, CARROLL, CAROLINE, WASH-
INGTON, SOMERSET, PRINCE GEORGE'S, ANNE
