able to designate by cross-marks in the proper places his
or her decision for or against the question herein pro-
vided for. Underneath the title of this Act on the ballot
on separate lines there shall be a square or box to the right
of and opposite the words "For Dispensary System" and
a corresponding square or box to the right of and opposite
the words "Against Dispensary System" so that the
voters shall be able to designate by a cross-mark in the
proper square or box his or her decision for or against
the provisions of this Act. If the majority of the votes
cast in Caroline County on said question shall be "For
Dispensary System" then and in such event the provisions
of this Act shall immediately become of full force and
effect, if a majority of the votes cast in Caroline County
on said question shall be "Against Dispensary System",
then this Act in its entirety shall be null and void and of
no further effect.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

781A, 783A, 791A, 802A and all subsequent amendments
thereof and additions thereto of Article 11 of the Code

amended, title "Frederick County", sub-title "Thur-
mont", and to enact in lieu thereof seventy-seven new
Sections to be known as Sections 762, 763, 763A, 764,
