tion that any prima facie speed hereinbefore set forth is
greater than is reasonable or safe under the conditions
found to exist at any place upon any public highway within
this State outside the corporate limits of any municipality
or upon any State maintained street within the corporate
limits of any municipality, said State Roads Commission
shall determine and declare a reasonable safe prima facie
speed limit thereat which shall be effective when appro-
priate signs giving notice thereof are erected upon any
such highway or street. [Violation of the provisions of
this sub-section shall constitute reckless driving, to wit:
operating at a rate of speed greater than is reasonable and
proper. ] The State Roads Commission, where such engi-
neering and traffic investigation indicates that it is proper,
may provide that such reasonable, safe prima facie speed
limits shall be effective only during certain hours or cer-
tain days of the week; official signs designating such speed
limits shall be displayed or visible only during the hours
when they are to be in effect.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

(House Bill 356)
AN ACT to add twenty-four new sections to Article 13 of
the Code of Public Local Laws of Maryland (Higin-
bothom's 1942 Code of Harford County), to be known as
Sections 430A to 430X, inclusive; to create certain sani-
tary districts within Harford County, Maryland, and to
incorporate the same; to provide for the government
thereof; to provide for the construction, maintenance,
operation, purchase, condemnation or acquisition by gift
of water supply, sewerage and drainage systems; and
the purchase or condemnation of any land, structures or
buildings or any stream bed, water way, water rights, or
watershed or any rights therein required for use in the
