construction, maintenance or operation of water supply,
sewerage and drainage systems; to provide for the is-
suance of bonds for the purpose of such construction
and the levy of taxes, assessments and benefits, water
charges and rates for the payment of said bonds in each
district; to provide for the operation, maintenance, regu-
lation and control of said systems; and to provide penal-
ties for certain offenses defined herein, and for other
purposes.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That twenty-four new sections be and they are
hereby added to Article 13 of the Code of Public Local Laws
of Maryland (Higinbothom's 1942 Code of Harford
County), title "Harford County", to be under sub-title
"Metropolitan Commission", said new sections to be known
as Sections Nos. 430A to 430X, inclusive, to follow immedi-
ately after Section 430 of said Article, and to read as
follows:
430A. For the purpose of carrying out the provisions of
this sub-title, the sanitary districts created hereafter shall
be under the jurisdiction of a Commission of three persons,
all of whom shall be appointed by the Board of Com-
missioners of Harford County, and all of whom shall
reside in Harford County, be resident taxpayers of said
County and qualified voters thereof. No person shall
be eligible for appointment to said Commission by said
County Commissioners if he shall have held any elec-
tive or appointive office at any time during the five years
immediately preceding such appointment and as soon
as two or more sanitary districts have been established, no
member may thereafter be appointed who resides in the
same sanitary district as any three members of the board
so that no single sanitary district shall have more than one
member on the Commission. The members of the Com-
mission shall serve without salary. The term of each of
the three members shall be six years or until their suc-
cessors are appointed and have qualified, except that the
first Commissioner named by said Commissioners shall
serve for two years, the second for four years and the third
for six years from the date of their appointment, and as
the term of each Commissioner expires, his successor shall
be appointed by said County Commissioners. Any vacancy
in the personnel of the Commission shall be filled by ap-
pointment by said County Commissioners for the unexpired
term. The Commission shall elect one of its members as
Chairman, and shall appoint, discharge at pleasure and,
