not exceed Ten Thousand Dollars ($10, 000. 00) the Board
of County Commissioners of Baltimore County shall be re-
quired to accept informal bids from three or more persons
or corporations unless the entire project can be completed
by a County Department or by County equipment and
employees of Baltimore County.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1953.

CHAPTER 678
(House Bill 351)

AN ACT to repeal and re-enact, with amendments, Sub-
sections (f) and (h) of Section 176 of Article 66½ of the
Annotated Code of Maryland (1951 Edition), title
"Motor Vehicles", sub-title "Operation of Vehicles Upon
Highways'', relating generally to the operation of a motor
vehicle at a speed that is greater than is reasonable
and safe under certain conditions.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Sub-sections (f) and (h) of Section 176
of Article 66½ of the Annotated Code of Maryland (1951
Edition), title "Motor Vehicles", sub-title "Operation of
Vehicles Upon Highways", be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

176.

(f) Violation of paragraphs (a), (b), (c), and (h) of
this section shall be deemed to be a misdemeanor and any
person upon conviction shall be fined not more than One
Hundred Dollars ($100. 00). Violation of Paragraph (d)
shall be deemed to be a misdemeanor and any person upon
conviction shall be fined not less than Ten Dollars ($10. 00)
nor more than One Hundred Dollars ($100. 00).

(h) Whenever the State Roads Commission shall deter-
mine upon the basis of an engineering and traffic investiga-
