city shall elect a mayor and four councilmen to serve for
terms of two years or until their successors are elected and
qualified.

CONDUCT OF ELECTIONS:

34. It shall be the duty of the Board of Supervisors of
Elections to provide for each special and general election
a suitable place in each ward for voting and suitable ballot
boxes and ballots and/or voting machines. The Board of
Supervisors of Elections shall keep the polls open from
9: 00 A. M., until 7: 00 P. M., or for a longer period if the
council requires it.

VOTE COUNT:

35. Within forty-eight hours after the closing of the
polls, the Board of Supervisors of Elections shall determine
the vote cast for each candidate or question and shall certify
the results of the election to the Clerk of the City of Frost-
burg, who shall notify the candidates who have been elected
and record the results in the minutes of the council.

TIE VOTE:

36. If a tie vote occurs in an election for the offices of
Mayor or Councilman, the council in office at the time of
the election shall name one of the candidates so tied to be
sworn into the office for which the tie vote occurred.

VACANCIES:

37. In case of a vacancy on the council for any reason,
the council shall elect some qualified person to fill such
vacancy for the unexpired term. In case of a vacancy in
the office of Mayor for any reason, the council shall fill the
vacancy for the unexpired term. All vacancies shall be
filled by a majority vote of the remaining members of the
council.

NONPARTISAN ELECTIONS:

38. All city elections shall be nonpartisan and no indi-
cation of party affiliation shall be placed beside the candi-
dates' names on the ballot.

WOMEN:

39. Women shall have equal privileges with men in
registering, voting, and holding city offices if they have the
