council shall appoint three persons to serve as a Board of
Supervisors of Elections for terms of two years or until
their successors are appointed and qualified. Members of
the Board of Supervisors of Elections shall be qualified
voters of the city and shall not hold or be candidates for
any elective office during their term of office
THE TIME
THAT THEY ARE MEMBERS OF SAID BOARD. The
board shall appoint one of its members as chairman. Va-
cancies on the board shall be filled by the council for the
remainder of the unexpired term. The compensation of the
members of the Board shall be determined by the council.

REGISTRATION:

29. The Council shall be authorized to establish a per-
manent system of registration for the voters of said City
and to authorize the City Clerk to be the Registrar for that
purpose under such regulations and conditions as the
Council feels would carry out the purpose of said regis-
tration.

WARDS:

SO. The Council shall divide the City of Frostburg into
such wards as they think necessary. Until this is done, the
boundaries of the wards as established by the preceding
charter and ordinances of the city shall remain in effect.

NOTICE:

31. The Board of Supervisors of Elections shall give at
least two weeks notice of every special or general election
by an advertisement in at least one newspaper of general
circulation in the City of Frostburg, and by posting a
notice thereof in some public place or places in the City of
Frostburg.

NOMINATION:

32. A candidate for public office in the City of Frost-
burg shall be deemed to have been nominated when he shall
file with the clerk-treasurer at least two weeks prior to
the
time of holding the election at which he desires to be voted
on, a certificate containing his name, his address, the office
which he seeks, and a statement that he meets the qualifica-
tions for the office as established by this charter.

ELECTION OF MAYOR AND COUNCILMEN:

33. On the first Tuesday in April, 1954, and on the same
day every two years thereafter, the qualified voters of the
