same qualifications required for men. Whenever the mas-
culine gender has been used as to any registering, voting,
or holding of city office, it shall be construed to include the
feminine gender.

REGULATION AND CONTROL:

40. The council shall have the power to provide by or-
dinance in every respect not covered by the provisions of
this charter for the conduct of registration, nominations,
and all special and regular city elections and for the pre-
vention of fraud in connection therewith and for a recount
of the ballots in case of doubt or fraud.

PENALTIES:

41. Any person who, (a) fails to perform any duty re-
quired of him under the provisions of this article or any
ordinances, rules, or regulations of the council passed here-
under, (b) in any manner wilfully and corruptly violates
any of the provisions of this article or any ordinances, rules,
or regulations of the council passed hereunder, or (c) wil-
fully and corruptly does anything which will or will tend to
affect fraudulently any registration, nomination, or special
or regular city election, shall be guilty of a misdemeanor
and upon conviction thereof shall be punished by a fine of
not more than Three Hundred Dollars ($300. 00), or by
imprisonment for a term not exceeding ninety days or by
both such fine and imprisonment.

ARTICLE VI.

Finance

CLERK-TREASURER-TAX COLLECTOR:

42. There shall be a Clerk, a Treasurer and a Tax Col-
lector appointed by the council in accordance with the pro-
visions of Article VII of this charter. Their compensation
shall be determined by the council. The treasurer shall be
the chief financial officer of the city. The financial powers
of the city except as otherwise provided by this charter,
shall be exercised by the treasurer under the supervision of
the council and the commissioner of finance and revenue.

The Mayor and Council shall have the power to consoli-
date the office of Clerk-Treasurer, if they so desire.

The Tax Collector shall be appointed by the Mayor and
Council and shall be charged with the duty of collecting all
